I don't think I'd mentioned the other Air before.  It's a late 2010. 
Perhaps even bluetooth or wifi hardware changes enough to cause a 
problem.  Both support 802.11n.  The bluetooth chipset in the 13" model 
is listed as Broadcom 20702A3 and the one in the 11" older model is 
Broadcom 2070B0.  I would think the folks at Apple would have known 
that.  At any rate, I'm hoping they clear it up eventually.  Luckily I 
rarely use bluetooth in the 13" model so it's not a big deal to leave it 
off all the time.
