I found the solution (for me).  I was reading through a *long* thread in 
one of the Apple "community" forums about wifi failures after a 
Mavericks upgrade.  I'd tried all the suggested solutions, with little 
success.  Then I stumbled on one brief mention that someone had 
discovered a problem with Bluetooth and wifi being on at the same time. 
  (Apparently they use the same general frequency band.)  Sure enough -- 
I'd turned bluetooth on awhile ago for some reason and forgotten to turn 
it off.  I turned it off and my wifi problem disappeared -- it finds and 
reconnects to my network instantly on being woken up, either from the 
sleep menu item or the lid being closed, whether a short while or a long 
while.

Dunno whether it's a hardware problem or a software problem but it's 
clearly Apple's problem!  What is weird (maybe not) is the interference 
is only a problem on reconnecting -- once a connection is established 
(which may take several tries of turning wifi off/on or restarts or 
whatever) it is a solid connection.
