Du gehst davon aus, dass sich "entfernt" aufhaltende Angehörige sofort 
darum kümmern könnten, wenn ein ein Notfall auftritt. Scheint mir nicht 
realistisch.

In meinem Bekanntenkreis war vereinbart, dass der Notdienst erst den 
Nachbarn anrufen würde, um zu klären, ob ein Einsatz notwendig wäre.
Gab es da kein Abwinken, kam der Dienst.

Was die Ruf-Hemmschwelle betrifft, die sinkt z.B. eine einem 
Oberschenkelhalsbruch rapide.
