Symptoms are ambiguous.
What does "switch off" mean?
Turn off display?
Sleep?
Hibernate?
Full power off?

Unless you spilled liquid in it, the switch is not likely bad.
Put your digital voltmeter across the switch.  Should be some volts
in one position and zero in the other.
The switch likely requires momentary contact.  Shorting it might
not result in a working computer.

I've seen the plastic parts come loose with age.  Or if reassembled wrong.
I've had to glue the levers back in.

Weird things happen when the CMOS battery is right on the edge of 
failure.  Check that.

Don't know how old this is, but if it's got the nvidia chipset
that comes unsoldered, you'll get weird symptoms.
