Bei CB-Warnungen gibt es ja nach Hersteller auch noch die Einstellungen 
für Test-Meldungen und die sind üblicherweise nicht aktiv eingeschaltet. 
Die Tests werden die damit gemacht haben und somit werden nur die diese 
Meldungen erhalten haben, die das aktiviert hatten. Die eigentlich 
Alarmierung waren echte Alarme und die gehen an alle Geräte, die in 
einer Zelle lauschen. Theoretisch auch an Geräte ohne SIM, da 
Cell-Broadcast eine Unicast Meldung ohne direkte Adressierung an alle 
ist. Qausi ein Rundruf an alle die mich hören können und das Protokoll 
verstehen. Geräte ohne SIM buchen sich nicht ein, sie lauschen aber nach 
aktiven Zellen.
Die Vorabinformationen der Kunden Tage oder Wochen vorher gingen als 
normale SMS raus.
