Probably because they are written by somebody who comes from a 
Windoze background writing for people who come from a Windoze
background.

The Linux kernel has *modules* for providing hardware support.

Why do you think the directory is called /lib/modules
and not /lib/drivers?

Why is the user program called modprobe?

"modprobe - Add and remove modules from the Linux Kernel"

Just because some authors decide to use the wrong term,
does not mean that the term they use is correct.
