The right way to warn about mismatches: only warn when there's an actual
mismatch.
The right way to #define PRI32d: #define it to be a format specification
which is NOT a mismatch for the corresponding promoted type; no cast
required.
The right way to use PRI32d (no cast required):
int32_t value;
// set value
printf("value:%" PRI32d "\n", value);
If this produces the wrong results, the implementation is
non-conforming. If it results in a diagnostic, that's just poor QoI; as
such it's outside the domain of the standard. Either way, you should
complain to the vendor.

They are not useless, though they are excessively clumsy. They allow you
avoid pointlessly converting to a type that's much bigger than is
actually needed, just because that's the only type you can portably
assume is big enough.

An implementation that can't be bothered to define the PRI* macros
correctly cannot be trusted to implement your proposed printf()
enhancements, either.

Well, of course not. For that you use
printf("seconds since epoch:%.0f\n", difftime(value,epoch));
