  I once rated as

good           "English Idioms and How To Use Them" by Seidl/McMordie 
average        "A Dictionary of Confusable Phrases" by Yuri Dolgopolov
below average  "Collins Cobuild Dictionary of Idioms" by John Sinclair

  , but this was a while ago, so I can't explain today how these
  rates came about.
