Eben nicht! Weil sich der MC unter Root offensichtlich einen Dreck um 
irgendwelche Einstellungen in /root/.config/mc schert.

Wie schon gesagt, er nimmt stattdessen die Einstellungen unter 
/home/<Benutzer>/.config/mc, das sieht man ja auch daran, dass er nach 
Quit stets zu /home/<Benutzer> zurückkehrt.
Wenn ich z.B. in /root/.config/mc/panels.ini unter [Dirs]
other_dir=/home/<user> in
other_dir=/ ändere,
steht nach sudo mc quit nachher wieder /home/<user> drin, egal, in 
welchem Verzeichnis ich vorher war.
