Sure, but what 'is' the electromagnetic field???

The field strength can be zero and go up to infinity (or close).

So something must exist at any spot, what could be kind of 'tuned' from 
zero to infinity.

My personal assumption: the thing that GR calls 'spacetime' would 
provide a nice background.

And this could be created from nothing.

We only need a single new assumption:

points have features

These features can build patterns and certain patterns are called 
'photons'. The reason for their behavior is  ascribed to something 
called 'em-field'.
