'Colour' is a term, which refers to how human beings are seeing.

So 'same colour' means, that something gives the same impression of 
colour in our brain then something else does.

Only: other beings do not share our impression. So same colour for us 
does not mean same colour for a bee or a bird.

Visible light is also only a small fraction of a way larger spectrum of 
possible frequencies. But humans can only see what is visible.

Other being can see other frequencies and also other phenomena than 
em-waves. E.g. birds can see magnetic fields.

So 'primary colour' stems from the construction of the human eye and is 
not really a physical question.

And obviously you are ignoring the difference between subtractive 
mixture of paint and additive mixture of light.
