Die Konsequenz daraus, dass die Parteienlandschaft zersplittert, könnte n
natürlich auch eine Minderheitsregierung sein, die sich ihre Mehrheiten im
Einzelfall sucht. Die CSDU vielleicht mal mit den Sozis, mal mit den
Gelben+Grünen, und je nach Mehrheitsverhältnissen auch die CDU, Sozis,
Grüne und FDP gegen CSU, Linke und AFD. Was wäre schlimm daran?
Man ändere also die Wahlregeln so, dass der, der im ersten Wahlgang die
meisten Stimmen bekommt (egal wie viele) auch gewählt ist. Sollen sich die
Parlamentarier der Kleinparteien halt entscheiden, ob sie ihrem
Zählkandidaten ihre Stimme geben wollen und riskieren, dass sie damit
einem ungeliebnten Kandidaten zur Wahl verhelfen ... Und man entkoppele
die Amtszeit des Regierungschefs von der Wahlperiode; wer einmal gewählt
ist, bleibe im Amt, bis er zurücktritt (dann wird halt wieder gewählt)
oder eine absolute Mehrheit ihn abwählt.
OK, man müsste wohl noch Vorkehrungen gegen eine Situation wie derzeit in
den USA treffen, wo die Haushalts-Beschlussfassung alles blockiert. Mir
schwebt da sowas vor wie:
- die Regierung mussbis $Deadline einen Haushaltsentwurf vorlegen,
der mit maximal 80% der Neuverschuldung des Vorjahrs
auskommt und der auch nur 90% des Umfangs des Vorjahrs hat.
Tut sie das nicht, ist sie impliziz zurückgetreten.
Anders gesagt: Soll die Regierung halt klarstellen, welche
Wohltaten sie streichen wird, wenns weniger Geld gibt, welche
Stellen sie streichen wird, etc. .
- das Parlament kann mit absoluter Mehrheit bis $Deadline+$Frist einen
Haushalt mit absoluter Mehrheit beschließen; tut es das aber nicht,
ist der Entwurf der Regierung angenommen. Sollen sich halt die
Parlamentarier zusammenraufen und auf einen Haushalt einigen,
wenn sie mehr Wohltaten verteilen wollen - oder letztlich ihre
Etat-Kompetenz aufgeben, wenn sie das nicht können.
