There is a whole sector of the economy that specialises in catering to 
welfare recipients ... businesses that create jobs and pay taxes.

As for payments just disappearing and the economy gaining nothing, that 
is simply untrue.  Money disbursed is being spent, kept in circulation. 
It may be tax money and it may be spent inefficiently, but it does not 
disappear.  It's actually quite hard to take money out of the economy 
altogether ....
