The reason: low-hanging fruit. The "easy stuff" has already been done. British mills turned wool and cotton from colonial possessions into global industries and reaped vast fortunes back in the 19th century -- but today, fabric has been commodified and turning a profit is that much harder. Driving economic growth by tapping previously unused "virgin" resources such as fallow land or mineral resources was what created enormous wealth, but it can happen only once. The same applies across the industries and sectors of our economies.
