Alternative possibility: he is actually 'remote controlled'  and his 
voice synthesiser 'speaks', what was written in hidden offices by 'bad 
guys'/aliens/government/whoknows.

Possibly he is only a puppet and gets driven around in his wheel chair, 
if bad guys need to announce bs.
