Then, as you say, certain users always used the same format for messages (e.g. weather reports). It was also known for the British to send the RAF out to depth charge somewhere (Bay of Biscay comes to mind) to trigger a known-form message if other traffic was absent. -- Using UNIX since v6 (1975)...
