Very easily, by asking those who register voters how often
they have ever had anyone say that someone else has voted
claiming to be them, or where someone who is dead has voted.

There is actually by checking whether those who have
voted have social security numbers after the election.
Sure, a few well have fraudulently obtained social
security numbers, but that is a quite minor issue.

No you don’t if you don’t want any govt services
and a social security number is no use to vote with
and that is all some have.

But the point is that the sort of voter who doesn’t bother
to vote but is driven to the polling booth and home again
by the party that wants them to vote who doesn’t have a
photo ID because it is no used to them won't be bothering.
