Similar situation, in many countries foreigners can evade paying speeding tickets, because the police can't chase them down in their home country. For example, Dutch speeding in France could get away with that till very recently. OTOH, my one-and-only German speeding ticket was sent to my home several *decades* ago. (Is it already sinking in that there's no such thing as "Europe"!? :-))
