Actually the US-legal-system is a little strange, in my eyes. Here we see this again, since I do not really understand the contract between Mr. Silverstein and the Port Authority. These large office buildings have been a property of the Port Authority of New York, what is a public company. Hence the large sums coming from the various tenants would bring a lot of money into budget of New York City. Silverstein was tenant of the entire former WTC complex. But why was the Port Authority allowed to make such a 'wholesale deal' with the Silverstein firm? And why was the deal not cancelled, once the building got destroyed? German laws about real-estate contracts are based on a different understanding of the term 'ownership'. So we have an owner (Port authority), who had tenants (here: only Silverstein) in their buildings and those pay rent. Once the building is destroyed by unforeseeable causes, the contract is void (e.g. earthquakes or similar disasters). But that would be German logic, what is apparently not applicable in New York. This was a typical Roman habit, since they always adopted some parts of other peoples believs, but 'Romanised' it. And Romans liked Greek culture, hence adopted a lot of the Greek pantheon.
