It may well be. If the implementer of ftell knows (and his
specification states that) the function will not modify the object, then
the parameter can and probably should be const.
By guaranteeing to the user that the object sate will not change, the
user knows any state information obtained before the call will still be
valid after the call and won't have to be reread. This simplifies the
user's code and improves performance by not having to reload a value.
