In my experience, people don't use it enough. I see code that defines
and initializes an object and then never changes it, If it had been
defined with "const", I would *know* that it still has its initial
value (without looking for code that modifies it).

If the function doesn't modify the object the pointer points to, the
parameter probably should have been defined as "const int*" in the first
place.
As I've said before, I personally would prefer "const" to be the
default, with a keyword that has to be added if you want to be able to
modify an object. Of course I'm not suggesting any such change for C.
