Sheesh. That's pretty lame. Apparently he's not very interested in your
sale, eh? Having worked in the software development field for many
years, there's little doubt in my mind that they do, in fact, have a PDF
of the manual available that they could send you. You would expect a
salesman to know that much. And making you do the work of contacting
technical support is just lazy. That would leave a bad taste in my mouth
as well, and make me wonder if a competitor might appreciate my dollars
more. ; ) 

Then again, I'm much more likely to spend those dollars purchasing
backup hardware / software so that I have little or no need for repair
utilities! : )
