Isn't one of the needs of the programmer to know whether a function is
going to modify his/her data?

Good, nothing in the call chain in going to inadvertently modify the data.

Nonsense, they can glance at the function prototype and see is isn't
going to modify the data. They can see the parameter is input only.

Why not? Making ps const in getCharAt clearly expressed the contract in
the function prototype which is where it belongs.
How would you use your getCharAt function with a PascalString that was
const?
