No, it's more like people left, leaving the hardcore and the loonies.

Any newsgroup with decent traffic is now likely to get flooded, because 
it's a viable newsgroup.  Any low traffic newsgroup may get spam, but it 
won't get the cross-posted junk because it's not worth it to the poster.

In essence, in a lot of cases, the actual traffic went down, which meant 
the junk was a bigger percentage of the traffic.  I've seen the same 
complaint since 1996, people dismiss usenet "because of the junk" when all 
they see is junk because few are actually posting.
