I don't think the C standards committee should be bothered with trying to define a subset of C to target that sort of machine. It could well be the subject of a different committee to define a supplemental standard, like POSIX, that defines a lot of the Undefined/Impementation Defined Behavior in the base Standard, that is there to support C being able to work on the odd-ball machines.
