Nope, maybe that is YOUR Misunderstanding of it.
Church-Turing is about Computable Functions. Any 'Function' (which has
the definition that it generates a given answer for any given specific
input) that can be computed on any of the various forms of computation
that are known can be computable by a Turing Machine.
There are Many things that computers can do that aren't computable
functions that Turing Machines can't do, like talk to another computer.
Now, many things that a computer is asked to do can be framed as a
computable function, all it requires is framing ALL the things that
affect the results as the 'input', and then this can be converted to a
Turing Machine.
The issue with things like Deciders, is that the problem statement tells
us the FULL list of inputs, so if the computer program depends on
anything else, either we need to package that as part of the computation
or we can't make the program a computation.
