No, the "input to H(P,P)" is correctly decided as never PO-halting, a
fact no one cares about. You've been very clear about this new and
profoundly silly definition. You've stated it in all sort of different
ways, and it's just as silly in every version.
People care about halting, and the arguments to H in the call H(P,P)
/should/ represent the halting computation P(P) but you tell us they
don't. And for Turing machines the string <H^> <H^> represents the
halting computation of H^ with <H^> on the tape. You will have not
admitted that error.

You have real trouble dealing with agreement, don't you? I am 100%
prepared to agree that H(P,P) == 0 is correctly reporting something that
you've decided to call halting. It does not, however, report the fact
that P(P) halts. Hijacking words is a silly game.
According to you, there are no arguments that can be passed to H that
represent the halting computation P(P), which just confirms what
everyone but you already knows: every algorithm fails to correctly
report the halting of some computation. For your H it's P(P) for the
rather novel reason that H can't even be asked for an answer!
If you had any desire to be honest, you'd now (a) stop calling what
H(P,P) reports as "halting"; (b) stop showing
