APT is already managing packages. It can also be improved in many ways related to it's core mission, like fixing bugs[1] and adding new features[1]. What you are requesting is for it to manage collections of possibly unrelated packages (no Depends/Recommends/Suggests/etc. relations). In my opinion this functionality is better and easier implemented in other tools. [1] which are close to 1000 :( [2] I'm looking forward to support for aptitude's search patterns.
