No, a suffix is never included. N1570 7.22.1.4p3 (emphasis added):
If the value of base is zero, the expected form of the subject
sequence is that of an integer constant as described in 6.4.4.1,
optionally preceded by a plus or minus sign, *but not including an
integer suffix*.
For the strto*() functions, the type of the result is determined by
which function you call. A suffix in the input string is not necessary.
But of course a superfluous suffix doesn't cause an error; it's simply
not part of the subject sequence.

I posted a test program, based on what you posted, the other day. Have
you tried it on the implementations you're using? I'm curious to see
