Yes, a leading + or - sign is permitted. "If the subject sequence
begins with a minus sign, the value resulting from the conversion is
negated (in the return type)." Negation is well defined for unsigned
types.
Suffixes like "ull" are not included in the "subject sequence", but
since the strto* functions convert "the longest initial subsequence
of the input string, starting with the first non-white-space
character, that is of the expected form", any such suffix will
be ignored. You can see this by passing a non-null endptr.
For example, if you call strtol with "123ULL" as the first argument,
it will convert the initial "123" to 123 and ignore the "ULL".
Which means you can also call strtol with "123XYZ" and it will do
the same thing.
This might cause problems if you pass "123ULL" and expect strtol to
consume the "ULL" suffix.
