Yes, semantics enters into even the restricted sense of "grammar" in
lots of ways (https://www.youtube.com/watch?v=IIAdHEwiAy8).

But this dictionary seems to go further.  "The whole system ... and
sometime also ... semantics" seems to be usind the word semantics ina
much more general way.  Are you saying that, in your opinion, this
dictionary is wrong?  Or that I've just taken it to be saying something
it isn't saying?

I was certainly surprised to find such a general definition and I had to
look at quite a few to find this one).  My printed Shorter Oxford
English Dictionary gives the more restricted definition.  (Due to
apparently endless cut-backs, my local library no longer subscribes to
the online OED or I would have quoted that.  At least I still have a
local library!)
