That's just another way of saying that it (the code in question) was not
tested!
I agree that this seems very likely. The code was probably tested at
various stages, but the code with the bug was not, possibly because no
one noticed a change had even happened (a finger fumble on save, maybe).

Rather than mandate {}s all over the place, I would prefer to
concentrate on the procedures for version control and testing. But
that's because I don't like visual clutter and I do like having reliable
procedures.
