What is your evidence for this?

If that is the aim they (the clang team?) are failing badly.  With a
small, dozen-line program, gcc and clang gave different diagnostics, and
generated different code.  Where the same issue was diagnosed by both,
the wording of the message was quite different as was the format.

For a while, clang gave much better diagnostics the gcc.  This caused
gcc to play catch-up and they they are now much closer.  That does not
sound like the behaviour of a team trying to generate the same output
from the same input.
