You are taking an extreme view in order to make sure the disagreement
continues!  If you know your C history, you should know that the
implementation was not totally unrelated to the language semantics.
Early C was as it was, for many years, because of implementation limits.
Of course even early C /could/ have been interpreted, but it wasn't, and
the chosen implementation method fed back into the language.  They were
very much inter-related.

The implementation strategy and the language's semantics are formally
independent, but they are very rarely totally unrelated.
