Why "prior to the C Standard"? Do think this situation has changed?

My recollection is that compilers generally got this right. Do you know
any that did not? It was not uncommon for compilers to generate PP
output that was not acceptable as input, but I think the compilers all
got the lexing correct internally. That might be what you are
remembering.
