Good point, but I think not necessarily in conflict.  Forth is
traditionally self-hosted and is implemented that way at the system
level, but it's fine to say user programs should avoid that feature.  As
an imperfect analogy, one could also say that a self-hosted Lisp
interpreter needs a way to break the Lisp abstraction and manipulate raw
memory to implement GC.  But of course user programs should not use that
feature either.
