The first thing needed is an observation of some phenomenon of the universe. The second thing is formulating a rule. "Why" it happens is NOT a requirement, as the unwashed masses believe. Einstein provided the observation of the phenomenon (the conductor and magnet), which obviously leads to both P1 AND P2.
