Yes it does, in media of equal optical density.  (Because of that, in the 
medium with the least known optical density, absolute vacuum, the speed of 
light is the largest.)  That has been confirmed in experiments around the 
planet and by observations off-planet by numerous researchers countless 
times in the last 110 years since the special theory of relativity was first 
posited.

To deny all of those experiments’ results, and their effects on the 
development of modern society through technology based on it, is simply 
crackpottery.
