The european exchanges have deliberatly gone in the other direction. Making systems that allow participants to gain advantages by exploiting protocols, trading system "features", pilot errors etc is expressly forbidden inside EU/EES. Equal access, equal timing, equal resolution and equal execution and enforced in all the trading systems I have seen here. They even go to lengths of analysing RTT to client systems, and deliberatly adding a jitter of (AVD+1SD)/2 jitter to transmitted data for any one client. There nas not been much controversy about this; and brokers and fund managers have been extensively consulted. >I.e. machine trading within the 5 ms (or so) window before anyone >outside the exchange get to hear about the offers.
