I don't know about mobiles, but for landlines, I think it _used_ to be 
that the ringing _sound_ as heard by the caller _was_ generated at or 
near the destination - I have memories of calls to rural locations 
sounding decidedly more woobly than others - but I think it is now 
generated at the caller's local exchange, or nearby. The actual 
_envelope_ I think is still generated somewhere close to the receiving 
end, though, since calls to UK landlines still give the ring, ring - 
pause - ring ring, whereas calls to US ones give the ring, pause, ring, 
pause shape. This envelope is also what the called 'phone generates, 
though the actual sound is of course dependent on the actual 'phone(s) 
that are ringing, from an actual bell to various bleeps and warbles. I 
guess that _is_ different for mobiles, what with ringtones etcetera.
