It depends what you want to be able to do.

If someone else is creating / modifying the database structure and all
you need to do is enter, browse, find, print, etc. the actual data,
then a developer with the more expensive "FileMaker Pro Advanced" can
create standalone / runtime databases (for Mac or Windows) that do not
require a licensed copy of the application itself. The runtime version
cannot create / modify the database's structure. The cost is whatever
the developer wants to charge - there's no charge from FileMaker Inc.
The runtime application is also restricted to being single-user and
cannot be accessed by multiple people at the same time.

The cheapest is full version, which is all most people would need for
both creating / modifying and using databases on a desktop computer, is
"FileMaker Pro 14" for Mac or Windows, which costs around US$330 for a
single download license, slightly more for a DVD version, and there are
small discounts for bulk licenses.

There is "FileMaker Go", which is a free app for Apple's iOS mobile
devices to use FileMaker databases or access databases hosted on a
server via the Internet / local network. It can't create / modify the
database's structure.

To be used by multiple users at the same time, the database needs to be
hosted by "FileMaker Server", and each user needs a copy of "FileMaker
Pro" / "FileMaker Go", or using any good web browser (with some
limitations).

FileMaker Pro has it's advantages and disadvantages and cons when
compared to Microsoft Access. The two biggest advantages are that it's
*far* easier to develop powerful database systems in and is available
for both Mac and Windows. The biggest disadvantage is that it may not
be as powerful for very high-end databases systems.
