But I'm sure you'll turn that into another "the usa does it > correctly. everyone else does not.". carriers are free to offer whatever plans they think will be profitable and consumers are free to sign up or not sign up for them. if few people sign up, then they'll change their offerings. carriers require data because that's where the money is. nearly everyone has a smartphone and a smartphone without data is rather limited. it's a business decision.
