It simply isn't. Inputs that are not correctly solvable by some
deciders are decided by some others.
Once again, the Halting Theorem does not assert that there are
specific undecidable tests. The Halting Theorem informs us
that there are no total deciders.
Every decider ahas "holes" in its domain that it doesn't handle.
Those holes are different for different partial deciders.
Inputs that land into "holes" in one decider's domain may not land into
the holes of another decider.
This is readily demonstrated with the simplest possible example:
bool H1(void (*P)()) { return false; }
bool H2(void (*P)()) { return true; }
The partial decider H1 correctly decides all non-terminating inputs,
but wrongly decides all terminating inputs.
The partial decider H2, vice versa, correctly decides all terminating
inputs, but wrongly decides nonterminating ones.
Both deciders terminate on all inputs, so are good in that regard.
For instance the input
void P2() { for(;;); }
is an impossible input for H2 to decide correctly. It doesn't
terminate, whereas H2 returns true.
However H1 decides it fine.
The fact that H2(DP) is wrong /is no different/ from H2(D2),
where D2 is diagonal.
void D2() { if (H2(D2)) for(;;); }
Since H2 always returns true, H2(D2) reduces to true; it optimizes to
void D2() { if (true) for(;;); }
which optimizes to
void D2() { for(;;); }
which is just P2.

You cannot prove more by throwing away your machine
and replacing it with a program that doesn't define H.

No, one string cannot specify two behaviors. If you somehow allow
that, you are not talking about the halting problem any more.
There is one string with one behavior. Some deciders other than H
can handle that string fine.
A complete simulation from start to finish of D is possible.
That complete simulated behavior coincides with the one and
only behavior that D represents.

It is the crux of deviating into a crank version of the Halting Problem.
It is like a crank cosmology in which the earth is flat.
In fact that makes a good analogy. You believe that simulation aborting
is a kind of horizon. Just like ships that go over the horizon have
fallen off the edge of the earth and are "totally killed", you believe
the simulation that is abandoned to be "totally killed". (Proof: many
of them have not come back!)
