	Hmmm perhaps an open voting system could work, propose a page to a
category and it goes into a pile where it can be voted on as to the
relevance of it to that category - enough positive votes and it goes into
the category. A similar mechanism for proposing and approving category
splits and it might be nearly self maintaining.

	It would need to be distributed and ridiculously easy to contribute
resources to otherwise there's going to be money to deal with.
