Actually you can use static functions with only one function definiton
by source file.
According to the standard in 5.1.1.1:
"A source file together with all the headers and source files included
via the preprocessing directive #include is known as a [preprocessing
translation unit]. After preprocessing, a preprocessing translation
unit is called a [translation unit]."
I just made the following test:
/* pfunc1.c */
#if (defined(PFUNC1) == 0)
#define PFUNC1 1
static int pfunc1(void)
{
int x = 0;
return x;
}
#endif
/* func.c */
#if (defined(FUNC) == 0)
#define FUNC 1
#include "pfunc1.c"

int x = pfunc1();

}
#endif
c89 -c pfunc.c
readelf -s pfunc.o
It appears in the symbol table that pfunc1 is "local" whereas func is
"global".
