The C standard is a relative notion.

Any implementor of compiler or library for the C language may have an influence
in providing popular features.

For the ISO 9899 standard only the money of big companies paid for their
membership have an influence in adopting new features such as annex K promoted
by Microsoft for C11.

Implement it and see if it's popular enough to be (de facto) standard.

The real question you should ask yourself is if your code need to be portable.
If so then you should rely on a correct implementation of the C standard
library.
