I guess this works for meetings where a lot of the participants do not
have an opinion formed on most of the issues they decide on, and where
decisions are taken without coing for a consensus.
The way we work in Forth200x is to discuss an issue, and if there is
consensus, make a formal vote (which then typically reflects the
consensus). If there is no consensus, the issue is typically not
brought to vote. I.e., if one person stubbornly resists a proposal,
it typically won't be voted on. My guess is that the Forth-94 TC
worked in a similar way.
The downside of this is that progress is at glacial speeds, if not
slower. Everybody has to be convinced that a proposal is good before
it becomes accepted; this also has a chilling effect on submissions of
proposals. Although a consensus seems to be forming for quotations,
nobody has written up a porposal yet.
The upside is that the result is pretty solid, albeit maybe somewhat
behind the times.
