When you want to get the interpretation semantics of a word, use
'/['].  When you want to get the compilation semantics, use
COMP'/[COMP'].  You just need to know what you want to do.  Of course,
for words that don't have interpretation semantics, ticking them may
produce an error (if you are lucky), but you can see in the standard
whether a word has defined interpretation semantics or not; and for
your own words, you should know that, too.

If you want to compile the compilation semantics of ";", then yes, use
"POSTPONE ;".  "[comp'] ; execute" is an alternative.

Because ' produces the xt representing the interpretation semantics.
One could implement it to spit out some other xt if the word does not
have interpretation semantics; for compile-only words an xt that
performs the compilation semantics when EXECUTEd is the traditional
behaviour.  But given that Gforth deviates from traditional ideas in
this area in other ways, I chose to produce an error so that the other
non-traditional behaviour does not come as a surprise.

The behaviour of ' has led to most, if not all complaints in this
area.  Maybe we should have done the traditional thing instead; or
maybe the behaviour of ' has fullfilled it's purpose.  In any case,
the error message tells the traditionalists how to get the xt they
want:

' ; 
:4: Cannot tick compile-only word (try COMP' ... DROP)
' >>>;<<<
