Strangely enough, movies, videos, and even flip-books can have several
identical frames(pages) in the sequence.

You are a sensitive lad aren't you?
Then it seems you need to refine the method your system delivers these
pictures to you. Perhaps programing the mysterious magical capture
device to only deliver an image after executing a capture, and not just
sucking it out of some odd archive of previously captured images. If it
hasn't captured a fresh image when you poll the device, or demand
delivery of an image, your device (I am reluctant to even call it a
camera) should capture a fresh image to deliver.
