Correct.  In the city, the power lines are above streets that often
don't have trees at all.  In the suburbs, the lines run above streets
that have heavy trees, and many are old.

From time to time the power company tries to thin out the branches,
but then people complain.  Since it's costly, they don't bother.
With deregulation, service quality is worse.
